SACRAMENTO — Gov. Arnold Schwarzenegger's new chief of staff, who is spearheading a $9-billion plan to improve California's water system, was paid $120,000 last year by a Los Angeles developer seeking to build a massive water storage project under the Mojave Desert.
According to interviews and her financial disclosure statement, Susan P. Kennedy earned $10,000 per month in 2005 as a consultant to Cadiz Real Estate, operated by her longtime friend Keith Brackpool.

SACRAMENTO – Republican activists are gaining ground in a bid to get their party to denounce Gov. Arnold Schwarzenegger's spending policies, but there's no agreement between factions on their most contentious proposal: getting the state GOP to yank its endorsement of him in the November election.
The chairman of the state party has agreed to help get three draft resolutions against the governor's budget, public-works and minimum-wage-increase proposals a "full and fair hearing" at the Feb. 24-26 GOP convention in San Jose. After discussions with party Chairman Duf Sundheim over the weekend, two of the resolutions' sponsors agreed to tweak their proposals to focus on policy rather than attacking Schwarzenegger.

SACRAMENTO (Reuters) - Former California Governor Gray Davis, unceremoniously ousted midway through his term two years ago by Arnold Schwarzenegger, returned to the capitol on Wednesday at a time his reputation has seen a gradual revival.
Republican Schwarzenegger, who had little good to say about the Democrat during the unprecedented recall 2003 election, praised him at the unveiling of Davis' official portrait.
"Gov. Davis has served this state for more than 30 years," Schwarzenegger said. "He has done an incredible job."
